They stop your feet sliding forward to a point, as it depends on how high the heels are.

Can they be cut to size

I am not sure whether you want to know if the material is able to get cut or whether it's for something else. They are already precut and fit perfectly for sizes 5, 6 . I am not sure whether they would be fit for purpose if then cut smaller. I hope this helps.
