Q: can this be used outside on concrete slabs?

Yes but the cord will quickly deteriorate due to constant impact with concrete/asphalt. Although mine snapped at the handles very quickly before this was an issue anyway.

Q: Is this suitable for an adult?

Yes but it’s very light you might be better with a weighted one.
