Q: Does this machine make socks?

No - the smaller version is capable of making socks but not fine gage.

Q: Does anyone use this to create flat panels for sweaters or afghans? I'm not interested in making hats.

Q: My machine gets to a point and it won't turn at all what could be the problem?

The wool is getting caught in one of the needles, it usually happens if the thread is to big or the threads tension is to loose or tight. One of the needles will come through the thread instead of grabbing it in the hook.
