No, there are other options where the book comes in a set with markers.

Do little white outlines or "designs" appear when you color? (The coloring books do this, wondering about the blank paper pad.)

This pad brings out color when you draw. No designs except what you draw yourself. There are pads that are coloring books tho that when you color it changes colors depending on pen cap.

Are these non-toxic? And do they smell?

They have no odor, and as far as being non-toxic, the actual cover does not state if they are. This is a pad of coloring sheets however not the markers.
