I deleted two answers... A filled tank (200 bar or 3,000 psi) - may it be S700, S400 1.0L or S300 - will go down to the bottom. It has a negative buoyancy. An empty tank won't ascend from the bottom, but it will take an upside down position, its buoyancy is much less negative. Attached to you it "might" affect your buoyancy, but that depends on your own buoyancy. Buoyancy control depends on your buoyancy, and that from your weight, bodyfat ratio, gear weight, salinity etc.

Are these air tanks allow on planes

Yes, if you can show that the first stage regulator is unscrewed from the tank. Airlines are concerned with pressurized tanks.
