Q: For the 30a model, can the three 10a 12v output channels be wired in parrallel to power a 12vdc winch that draws a maximum of 30 amps?

In looking at the box it appears that the three outputs are already in parallel and merely provide three unique connection points for the same total output. This implies that you can just connect the winch to a single pair. The concern would be that this supply provides a maximum of 30A and the winch draws a maximum of 30A so there is no margin. It is usually good practice to have some margin (excess capacity) to accommodate startup spikes and extend the life of the power supply.

Q: Connection decal shows -v and +v. does this mean it is a dual rail -12v/+12v power supply or is that just showing which terminal is pos and neg?

I used this power supply to power a boom box. It has a Jensen cmr2629 Bluetooth car radio and a Sony cd fm/am player cdx-gt54uiw. It sounds good with no noise. But I am not sure it will be noise free for and audio amp. Good luck!

Q: How long does it take to charge?

This is a power supply. There are no batteries to charge. It supplies 12vdc 10 amps power when you apply 120vac / 220vac. There is no back up battery. When you lose ac power 12vdc power stops. Hope this helps.
