Q: Can the hanging brackets be removed?

Yes they can as not fixed to pot

Q: Are these safe in windy weather? What do you do to secure them to the railings? I live in Scotland and the wind can be ridiculous here

They seat pretty well. For added security you could always pop a tack through the handle. We are very pleased with our set.

Something small, trailing or clump forming. Violas would look nice I’ve planted some mixed lettuce leaves in mine. Herbs would also do well

I would think so as I am growing strawberries and they are doing well so herbs would be fine, They are only small so could only grow small bunches
