Wouldn't putting a tray of water or spraying the bread in a cheap toaster produce the same results?

We did numerous tests regarding the difference between misting and steam at our company, and found it was difficult to control the moisture, as bread could absorb the moisture directly and get soggy. I've noticed the bottom heating element doesn't turn on in "Artisan Bread" mode, leaving the bottom mostly untoasted. Is this normal?

I don’t use the tray to toast the bread. The bottom does get toasted as well.
