would you please clarify the description - the item listing implies that I will receive 16 packages (16-pack). Can this be right?

After years has passed the post is still incorrect and misleading. It might have been meant to say “16 count” but it absolutely says “16 pack” which is amazing for 7 bucks and absolutely what you’d expect to get when you purchase.

Can i add to an order i just made?

The only way I was able to add to an order (if I'd just made the order), was to cancel the order I had just made, then re-order everything plus the extra thing I wanted to order. If the order was placed and it had been a few hours, the easiest thing to do to add something is to order the item in its own order (a 2nd order).

How stiff is this fabric?

I've gotten this 3 times ... the first 2 times the fabric was soft (as I expected it to be, being silver standard and 16 AIDA). The third one I got was much stiffer fabric, even though it was AIDA 16 and silver standard, and it felt like AIDA 14 in terms of stiffness. (It should be softer in general because it is silver standard, 16 count AIDA).
