Q: Will this cup holder fit on either side of a wheelchair?

Yes but it depends on the type of wheelchair you have. On the wheelchair in my video, it fits and without interfering when rolling the wheels by hand.

Q: Will it hold a 16 ounce Real Flask?

I don't know what a 16 ounce Real Flask it, but it holds a 22 ounce Tervis Tumbler although it's a very tight fit. My husband uses a 12 ounce Tervis Tumbler and is very happy to have access to his cellphone and tumbler all in one place.

Q: Will it hold a stemless wine glass?

It will if the diameter of the glass is no bigger than 3.5 inches.
