Q: Is this device waterproof?

As far as I know, it looks like it's not waterproof, and the manual doesn't say anything about it being waterproof.

Q: Will this work if lnb is bad?

No, if the LNB is defective, there is no signal for the instrument to measure

Q: Will this work with geostationary weather satellites

I used this to position a Dish TV satellite disk that was mounted to a redwood deck. It worked perfectly. But you need to have the proper coordinates from the provider (in my case Dish). The finder just fine tunes the final position.
