Q: What happens in a power cut? When power is restored, does the light come on? Or does it return to it's last off/on state?

Currently there are three options for the feature of Power On Behavior (which you can find in the Hue app at Settings). You can pick between: Philips Hue default, which will make your lights go back on on warm white, full brightness. Power loss recovery, which will make your lights turn on on the last used color and brightness according to the Hue app (of which Off is also a state). And as last, you can also pick custom, where you can choose your own color and brightness.

Q: If i buy a second dimmer switch, will it be independent of the one i already have? i don’t want all lights to come on.

You would have to programme it to be associated with a particular bulb or group of bulbs, so it would be independent of the current dimmer and any bulbs you have by default. However, if you buy one of the dimmer packs that include a bulb, sometimes the dimmer is already paired with the included bulb, so you would have to reset the dimmer in this instance.

Q: How long do the batteries last?

It's going to depend on how often you use it. I have not gotten more than a year on the rooms I use every day. Make sure you don't over tighten that tiny screw on the battery door! Terrible design that makes it very easy to strip the screw.
