Q: Does this rubber tape have an adhesive backing? I would like to use it on the back of My tablet case to keep it from sliding around. Would this work

No, no adhesive backing. This product is used for waterproofing cable connections. You stretch out the tape to 150%, and wrap it tightly around the connector(s), and it seals it pretty good from moisture. I'm certain you could find a cheaper solution that would work better.

Q: I want to use this to wrap the power supply connection to outdoor security camera how hard is it to remove if I need to disconnect the camera?

I would say quite difficult. It pretty much becomes one mass of rubber. The original strips become a port of the mass. They can no longer be termed as individual strips. It is excellent for water proofing on a wet environment. You might be able to remove it if you used only a short strip ending butt to butt with essentially no overlap.

Q: Does this product remain pliable and reusable? Is it sticky to the touch?

Smooth on one side and sticky on the other. It's fairly pliable but can not be reused. Once stuck to itself it forms a pretty sticky bond.
