do the writing tips retract when pen not in use, or do i just cover the pen with a cap? Also, would these pens leak in my purse? thanks!

Pens do not retract- just cover with the solid cap. Have never experienced a leakage problem. Have used Pilot PreciseP-500 Gel pens for everything for many, many years and still love these! I order by the box several times a year in black and blue ink.

Have you had any problems with these pens skipping(not flowing continuously) or scratching the paper?

I think I may have had one or two give me the issue you described, but only in the specific instances of having used it already and either not using it for an extended period (like a year +) or using it on a surface that would challenge most any pen, like a dust-laden tabletop or back of the hand.
