Other than the button, can you push down on the top of the umbrella to close it?

No I don't think you can. Works very well.

How long is the handle when extended?

Sorry I don't have it now, as It was broken couple months after I bought it. I remember it is fairly small. Not recommended.

Could someone with arthritis or a small child open this?

I have arthritis in my hand and I find the button to be a little stiff.
