Central air cheap fix
After watching you tube videos and testing, this was the cheap and easy fix to get the fan running again. It is also the most likely culprit and saved a service call.

Poor packaging dents on can.
Nothing wrong with the capacitor, Tested in tolerance. Two shipped in a plastic bag. They banged together causing meany small dents ! Negligence on Amazons part. This could effect the life expectancy of the Cap.
