Q: Can this radio be setup as a cross band uhf repeater very much like the icom xband repeater?

No. This is VHF transceiver only, and will only receive/transmit on one frequency at a time, and only via AM in the VHF aircraft frequency band. This radio is not for Amateur/Ham use, but instead for professional aviation communications.
