Are these dual voltage?

What could you possibly mean by dual voltage? It RUNS OFF BATTERIES. That is surely in the description. The key word is BATTERIES!!!!!!!!

Can the bezel over the leds be taken off for cleaning? there's a piece of crud inside.

I wouldn't since there are no screws. Most likely an attempt would damage the light.
