Go to the one plus Android 10 update page. Also unlocking the bootloader is easy just search on Google or XDA developers site

As long as your carrier is a GSM Network, it should work.

Q: Will this work on At&t?

Yes it does. I had to unlock it manually on an app that the phone had. It was on T-Mobil
