Q: HOw fresh is this? What is the date of manufacture or the use by date?

I doubt my answer will help much, as I got these quite a long time ago. Mine were to expire at the end of October. I think that they came with about a 6 month advance of the use by date. (however, I am not going to worry about that date, as they still are in good enough shape for making fudge this month).
