Yes it would make a good broiling/roasting pan. Use a rack of some kind and no sticking. It does have a permanent non stick surface. I keep it lightly oiled. It's great for anything where you want a really hot cooking surface, like skillet potatoes, or seared beef, or vegetables. We made a huge paella last night, worked great. Hope this helps.

Will a 16 inch diameter pizza fit in this pan?

No, this Lodge pan bottom measures 14 inches across. A 16 inch pizza pan would fit into the top but would never rest evenly or touch bottom.

Could i use nylon ground beef choper on this pan?

You sure can!! It is just as safe as using metal utensils. I would, however, be sure to not leave it in the pan in between chopping and browning especially if you are using high heat.
