Yes, they seem to be. I just wrote with one and wet it, and also rubbed it with water, and it didn't bleed or run. I really like these pens. I don't use them for drawing, but they are great for writing.

Is the ink archival (fade-resistant/acid-free)?

On paper, yes. However, on a different textured paper it may smear.
