Will this fit 38.1 bars?

It comes with two mounting straps of different sizes. I believe one is for MTB and the smaller for Road. There is also a screw adjustment to cinch it down to the bar.

Not its intended use i know but would i be able to ring this bell if it was on a lanyard? i’m a teacher looking for a bell i could wear as a necklace

I don't think that would work well. You certainly couldn't use the built-in striker without the bell being mounted to a solid object. If you Google 'bell necklace' you will find myriad other options that would work better.

What is the difference between "Black" and Black 1"?

Black is black. Black 1" is also black but 1" in diameter. So they're different sizes
