Can be fitted anytime as long as your riser is the correct diameter.

can i fix this onto a tiled wall ?

No this does not have any fittings to attach directly to a wall. According to my plumber it attaches to a grohe shower - but not the one that we have installed! Unfortunately description does not convey exactly what it is to be used with.

What diameter shower rail does this item fit?

It will fit 22mm shower rail, however that will be a loose fit since the hole is about 22.25mm
