Q: How do I make it bubble???

You need to let it soak more than an hour. Took mine about 3 hours and then I started to see a little stream of bubbles. Now the whole thing is fine. Just takes time

Q: Is this enough for a 30 gallon tank or will it be too small?

This will work well in a thirty gallon fish tank

Q: Is it just the bubbler led, or does it come with everything you need to set the bubbler up?

It came with air hose, too, all ready to set up. I love mine, I have 2 and have them set up with a gang valve so I can adjust the air flow. It does not have an on/off switch, so you have to unplug it to turn it off. I bought a remote control light timer so I can turn them on and off without unplugging them. This is the timer I bought from Amazon.
