The noise level varies with the speed setting, but at the highest speed, you will have to almost shout for conversation, turn up TV volume, or if sleeping, consider it as loud white noise. In general, noise level also increases with rated power; at 12000 BTU, expect to use this in larger rooms.

Does this ac run up your electric bill?

Your electric bill will most likely go UP. The cooling efficiency is not good. I bought two of these units to help cool my house. It lowers the humidity very well but does not provide enough cooling.

I cannot find my manual for hpc12xcr. I need to clean the filters. Could you please help?

There is only one filter screen in the back. Gently press the plastic tabs to release the screen.
