No drilling. Just cut small notch with razor knife in panel.
Using on jeep patriot to hold bike rack worked just like described. No drilling bolt right up after you lower muffler. Just have to cut small notch in panel

Bolts right on hard to get to passenger side bolts without taking exhaust down

I received this it was rusted with missing bolts and old package was deterating don't buy
