Q: Does this work with the blue welding cylinders?

I don't know what blue welding cylinders are. Are you thinking about the long cylindrical bottles (1 lb propane).? If so, yes. However, read my review. The one I got was junk. The refill kits with braided steel lines are better, but I've had about 4 of them and they leak after less than 100 refills.

Q: How do you know 1 gal tank is full and not overfilling?

They are l lb tanks and this is what I do. I fill them by placing the tank to be refilled at an angle, opening the two valves, then pulling on the pressure relief valve with a curved hemostate until liquid propane begins to spurt liquid propane from the relief valve. Then I weigh it using a kitchen scale that measures in g. Weigh a new full one to get the exact weight, but my new tanks weight 890 g.
