Q: Is the thigh part of the chair too long for someone 5 foot 6" (1.68 meters)? Other reviewers said the thigh / seat part was long at 18"

The chair is 18" x 18, I am 6"2" and have about 3' past the seat. Great chair for the price.

Q: Does the seat tilt forward? I.e. is it a true waterfall seat?

Not sure what you mean by tilt forward. It is a comfortable chair. When you lean back the seat does not move.

By my measure, the widest part of the seat is about 19½" across, so it fits easily into the 23½" wide cubbyhole under my desk. However, the spokes on the star-shaped base with the castors is slightly too wide to fit, which prevents the chair from being pushed all the way forward when not in use, leaving about a 1½" gap between the edge of the desktop and the front of the chairback, and another one of the spokes protruding into the room another couple of inches beyond the back of the chairback. Since I have a limited amount of space between my desk and my bed, that protruding spoke is somewhat of an annoyance when I have to pass through that area.
