Yes. The LH8016 is "non-handed" and can be mounted on right hand as well as left had doors.

Q: does it meet ADA pull requirements?

the Lawrence 8016 meets the current requirements of the ADA act, in lieu of ANSI/BHMA Standard A156.4, shall be sized in accordance with the applicable REDUCED OPENING FORCE of 5 LBS.

Q: is this a non-handed door closer or is it specific for left or right handed door opening?

The Closer is non handed and it can be installed on either the push or the pull side of the door.
