Q: These come folded in half and do not lay flat on the stairs due to the crease that formed - is there a way to flatten them out?

I left mine out for a few days and put heavy books on the creased part. They got flat enough to put on the stairs. I did, however, put wide double-stick tape on the sides to keep them from rolling up. They have been an excellent solution for our almost blind black lab. He can detect the light color on the edge, so he knows where to step. If his nails get a little too long, he doesn't slide on the steps. We are very happy with them.

Q: Is this bad quality rubber, I'm worried it will stick to my wood floors

Not at all, I have observed the bottom of the stair treads, the rubber is very delicate, I don't think you need to worry
