They're not battery packs they're resistors which without them the car would think its a bulb out and will display a warning message. So to answer your question if they were to go out or stop working you would have to replace them.

Yes. It comes with left and right headlights. It also comes with the bulbs which are different from the stock bulbs. I am very happy with them, they look dope.
