No there is no lock on the swivel.

Q: My counter isi 35 inches high. Is this chair a good fit?

This chair is the perfect size for my 25 inch counters. The backs of the chairs/stools don't slip under the counter and we love them. We have the ivory ones and the stools make all the difference in an otherwise darker kitchen. Good luck.

Q: My bar counter height is 43 inches. Would these bar stools sit up high enough for my counter

They are perfect at my 36" high counter. They are workable at 42" depending on your personal height. I would not be comfortable as I would need to lift my arms much higher to reach anything on the counter while seated.
