Q: Can the storage pouch go on either side of the rail?

Yes just put the top handle part with patch facing in or away from the bed

Q: How low in inches can it go?.....I have 12" from the floor to the top of the box springs.

Sorry, 13 1/2" is as low as it goes from floor to bottom of the under mattress bar. I didn't try removing the foot cup to see if that made it less, but you would need something to keep it from damaging your carpet or wood. As helpful as this has been for my wife, you might consider raising the bed with a piece of 2X4 under each leg.

We haven't had an issue with the pouch tearing. I would believe you could contact the manufacturer regarding a placement.

Q: Will this help keep my mom from falling out of bed when she rolls over in her sleep?

Yes, in fact I purchased 2 of them for me and hubby. I recently had spine surgery so i could not get up from bed on the right side, this helped so much to allow me to shift out of bed gently and scoot up to hold onto the handle which is made of rubber. Easy to adjust and to put under the bed. I know your mom would be very happy to get this worth the money!!! write me anytime.
