can you put coolant instead of water in this?

You could, but it's not necessary.  The reason anti-freeze is used in cars is because the range of temperatures a car's engine may be exposed to are wider than your computer.  People who say anti-freeze is just to stop water from freezing are wrong.  If they were right, people in hot climates would only need water in their cars, but just using water will overheat the car due to the climate + engine heat.  Ethylene glycol is called antifreeze, but could just as easily be called "anti-boil" since it's boiling point is 235F!  So unless your CPU is going to be running at over 100C?  You don't need "coolant/antifreeze" as well as water.

what size are the fans?

120's  I replaced them with Corsair Air Series SP 120 LED High Static Pressure Fans Cooling.  Cooler is working great.  Rig is running between 32c and 42c.

How noisy is it the fan on  max rpm in terms of db's? i deciding between this and corsair hydro series h55 quiet edition.

I can't tell you the exact noise db since I don't have the measuring equipment. But it is impossible for a 3000 max rpm, 81 cfm fan to produce a mere 27 dba of noise level without costing you an arm and a leg. I would assume that the stated noise number is the for the low speed rating (1200 rpm).  It is perfectly consistent with Corsair H50/H55 specs which produces 30 dba of noise at 1700 rpm. So be prepared that this cooler can be very noisy at full load but it also trumps H50/H55 in CFM (81 vs 57)

Can it run on just usb cuz i want to put htis on my xbox or does it need to be pluged into a pc

Aside from Snaps11, ignore these trolls.  They lack the mental fortitude to be able to provide a real answer.

No, it will not STANDARDLY fit into the case of an XBox.  But the science of whether it will transfer general heat is there.  You'll need to find a way to brace the fan in a way that keeps it clear of debris, so I recommend building a small wooden frame that lifts it off of whatever surface the XBOX stands on (to keep clear of settling dust).  You will also need to find a way to maintain contact of the cooling plate on the area you wish to cool.  Because the cooling is concentrated on the contact area, I recommend purchasing three single fan cooling systems to place where the XBOX heats up the most.  This will void the warranty, but I recommend cutting away parts of the plastic casing so that the metal cooling plates can be placed against metal, where the greatest heat transfer can take place.

So can these be used on consoles, or anything really?  Yes, provided you understand that metal contact is the best way to transfer heat, and you are ok doing an augmentation job on the device you wish to cool.
