Q: I'm confused o n how to measure this. Please help; for a deck. 2 rails. [1] 117" wide and [2] 94". Height 30-47. will this work?

Yes this would work. The questions are how much you spread each panel. I spread mine to about 4 feet. That gives the privacy without spreading so much that it has big holes all through it. I accutally bought 2 more so I could close it up a bit. I do love it.

Q: Does this hold up in winter weather?

I live in Northern California so we don't have real winter weather. I have mine in a rather sheltered place by the house so I has not gotten much exposure to wild weather. I will say it is not particularly sturdily constructed so…I can't say for you if this is strong enough.
