Q: Will this handle fit a Delsey top of case handle ?

It is case by case. I added extra support to put this replacement handle on a plastic case.

This is difficult to answer. I would say, you have to consider the following if you don't want to drill new holes like some folks do. Does it look like your original handle, then the next thing to do is look at the measurements of this handle to your handle, does the hole to hole measurements match and overall length match? If they do match hole to hole dimensions pictures on Amazon and the length match then most likely it will fit your luggage. Mia Toro makes many different models like all luggage manufacturers, so you are left to see if the hole to hole dimensions match if you don't care if it looks the same style. That will give you the least headaches and not have to drill new holes which I always believe would weaken the luggage casing with so many holes close to each other.

There are 25.4 mm per inch. Divide by 25.4 to get your inches measurement. Elementary school math here

Q: The holes for my suitcase are 6.5” inside hole

The interior screw heads that are pulled up tight come up a sixteenth of an inch shy of your 6.5 inside measurement. I know that is not logical and suggests your probably right as stated but I measured very carefully and that’s center of hex head to center of hex head at inside of suitcase.
