Q: Can the arm move to the other side?

Yes. There are 3 mounting points. The right. the middle and the left. The middle point is common to either side and you use the right or left per your choice.

Q: (This question is for the "Transfer shower bench")---Can the arm & seat be attached to either side?

The arm and the back can be attached to either side of the bench. The back can be in 3 different positions, actually. I hope this helps!
