Q: Does this fit a 7 inch arm?

I have tiny arms and it was way too big and heavy with my phone in it. Wouldn't recommend for small/petite arms.

Q: How well does the touch screen work when inside this case?

Fair, touch recognition is not very good at the edges, particularly if you already have your phone in a shock resistant case.
