Incomplete polish
In spite of using a proper machine with a slurry of this oxide, there are still scratches being generated. Once you try to polish the scratched area, another set of scratches appears elsewhere from this paste. I am assuming that perhaps the micron size stated is incorrect. There are probably some bigger pieces also which are causing the scratches.
