Q: How do I rotate the plug on the diffuser? That’s not in the instructions

The receptacle does not rotate. It's just plug in.

Q: Can you refill the bottle with your own oil?

No...the cover is permanently on the bottle!

Q: Is this diffuser and fragrance safe to use around dogs?

The fragrance comes in a small glass bottle that is housed in the dispenser, which is plastic and is plugged into the wall electric socket. I have dogs and no issues. However, if yours is a chewer, I would recommend placing where it is not accessible. Also, the grapefruit fragrance is a bit strong.
