Q: Do these seal closed when not in use? Salt tends to grab moisture.

NO , unfortunately it doesn't seal . I put some dry rice inside to absorb the moisture. It is so pretty but not very useful nor functional. I wouldn't buy it again.

Q: Are the lids stainless steel, if so, what is the quality?

The top and the band is stainless steel, and the cover is made from hard plastic

Q: Where do you refill salt and pepper shakers?

The tops screw off right below the metal band about 1/4 way down. Nice because the opening isn't tiny and on the bottom like some salt shakers.

Q: I see they are 4" tall but how wide is the base?

They measure 2 1/4 inches wide at the base.
