Hi, I have sent the item to amazon fulfillment center so I can't check the actual material. I zoomed in and I think that those are made of cardboard. The actual characters are the only ones made of plastic. I hope this helps.

Q: How tall are the figures? Are they plastic?

The figures are plastic and are small. All inventory is at the Amazon warehouse so I can't measure. If I had to guess they are no more than a 1/2 inch tall or smaller.
