Q: is this the cover and outlet box? or just the cover? i am adding an outdoor outlet and need a box i can screw to the side of the house

This is only a cover. You take the cover plate off an existing outlet and add this cover. BTW Amazon's Product Description says "The TayMac weatherproof plastic in-use cover (16 in 1) deep horizontal/vertical configuration in clear MM510C safely covers any electrical outlet in seconds. The patented Multi-Mac features our Universal Fit system which enables you to use the same product for all types of receptacles."

Q: Is there room for more than one cord to come out of the bottom when the cover is closed?

Yes. If you mount it vertically, there is 1 break-away tab that is about an inch wide. If you mount it horizontally there are 2 break away tabs, each about 1/2 inch wide. Either way there is enought room for 2 cords with the over closed.

Q: Will it attach to a single gang outlet so the outlet is in the center of the cover? I need room for a plug in controller.

I used it for a single-gang exterior outlet because I needed room for an adapter or 2 as well. So I mounted the cover on one side and weather sealed the cover's 2nd outlet opening with Gorilla Tape (front and back). So I still have an exterior single gang outlet but with double the room in the protective cover for an AC adapter.

Q: Can you put a lock on it?

Small lock like luggage size, I use a Master Lock 620D and works / fit perfectly. Secured.
