Q: I just returned a mixer due to the slowest speed would splatter the liquid out of the bowl and onto your blouse. How is this one?

I have the same problem. The slow speed it way too fast for a cake mix, and normally a "middle" speed is what you use for that. This one can NEVER blend dry ingredients and is way too fast for wet ingredients. When it starts on low speed, the liquids are thrown to the edge of the bowl and whirl around like a tornado! The ingredients hardly touch the beaters because the ingredients are moving way too fast at the outer edges of the bowl.

Q: Are they stainless-steel beaters and whisk? How much weight on the Mixer? Is it noisy when the motor is on? Thanks in advance!

Yes they are stainless steel beaters & whisk. Not sure on exactly the weight on mixer but it's not that heavy. The motor is no louder than most other mixers I have ever used. Its a nicemixer and gets the job done. Been very happy with this purchase.

Q: Is the mixer supposed to snap into the storage container, or just sit on top of it?

The mixer is supposed to snap into the storage container, but no way can you get the cord into the container, it sticks out too far from the mixer. So it doesn't even sit on top.

Q: Is the motor strong enough to handle a recipe for cookies that is primarily just butter, sugar and flour?

It was....but after only several months of use mine broke while mixing up a batch of cookies. A piece of metal fell out with one of the beaters.... It was impressively strong for the price, but I will be buying a more more expensive mixer that will hold up longer.
