Q: Can this be used outside as a notice board surface for use with drawing pins?

At a pinch, maybe. It's only 5mm thick, so most drawing pins may not go in fully. I'm not sure how long it would last outdoors - depends on how exposed to the elements it is I would guess.

Seemed natural. I used it for our tennis club notice board and it worked fine.

Q: What adhesive can I use to fix this to a wall please?

I would have thought a contact adhesive would be best for a permanent fixing. Most adhesives will indicate which materials they are designed for though.
