Q: Does the elastic make them snug enough for skinny ankles?

Yes but the elastic isn't waterproof !

Q: Could I wear these comfortably all day?

I wear mine to walk the dog - they’re comfy for a couple of hours. I wouldn’t want to wear them all day though.

Waterproof except for the elastic around the ankle, boot excellent for around the garden or wet grass but not for puddles!

Q: Are these waterproof and non-slip?

They are completely waterproof and are non-slip to a degree... Sometimes slip a little on mud but never on pavements or Lino flooring.
