can the wire be removed

Yes, it takes a little twisting but the wire can be removed. I’m not sure if that impacts the effectiveness of the connector.

would it be totally unnecessary to tape these up with electrical tape as extra insurance?

Yes it would be unnecessary to tape these up. Make sure you only strip what it tells you to strips. They push in and lock in place. Always pull on the wire to make sure it is locked in. You can usually feel it lock when you push it in. Also, if you make a mistake, twist the connector in the opposite direction until you can pull it out. These are the type of connectors that was used back in the 80's when I worked for Northrop. I love them because my arthritic hands cannot twist on the caps. These, you strip back about 1/4 of an inch, push it in till it locks and now your wire is protected. I used it all through the house when we built and it will take up as much room as those twist top wire connectors.

Can these be used on outside landscape lighting?

This product is not sealed against water. I would not use it in any "wet location", including any landscaping lighting which rain can fall directly on.
