Will a 3 inch belt fit this pouch?

A 3" should fit. It might be snug, but it should go.

is this a wear on your hip pouch or more of a on the ground pouch? worried with all my tools on it it’s gonna be too heavy to wear on my hip

There is a clip on the back for hip mounting. Though.....It’s too heavy for me to wear on my hip, I set it on the ground instead. All the tools are nice and tight in their pockets. Tips over sometimes but doesn’t spill out ever.
