It does come with a pedestal, base, box, and two keys.

Is this the box and post or just the box?

It is the box and the post. You assemble it. I poured a foundation with one bag of sacrete and embeded the four mounting bolts. It's a nice mailbox and very safe from pilferers.

does this mailbox have a flag?

No this mailbox does not have a flag. The purpose,of this ornate mailbox is for receiving mail. If you want the mail carrier to note your flag, then the carrier would have to have a key to open the box. Hope this helps.

is this or can this be a free standing mailbox?

We put cement down and bolted it in, as it's not heavy enough to stand freely. I suppose you could anchor it down less elaborately. But it's priced reasonably - the ones I found that stand freely were expensive. It's quite a beautiful mailbox for the price. Since we don't need it locked we leave the key in the back and the mail person is even able to put small packages inside. Good luck!
